GIQS a 'public equivalent body'
We follow the definition described in the EU legislation on public procurement (Council Directive 93/36/EEC of 14 June 1993). A Public equivalent body is any legal body governed by public or private law
- established for the specific purpose of meeting needs of general interest, not having an industrial or commercial character (note: this definition does not exclude bodies partly having an industrial or commercial character, which deal with public tasks. These bodies may be asked to submit a clarification statement issued by national authorities), and
- having legal personality, and
- either having financed, for the most part, by the State, or regional or local authorities, or other bodies governed by public law, or subject to management supervision by those bodies, or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities or by other bodies governed by public law.
